Not sure why you're reading those values but here is another thread where using different grounds yeild different values https://pinside.com/pinball/forum/topic/gottlieb-system-1-rottendog-board-or-transformer-issue

Quoted from Jakers:

So, after ripping my hair out trying to figure out why these transformer voltages were so high I started thinking something was wrong with my multimeter. I tested my wall outlet and it was reading 175volts. Did some research on that and found out when a multimeter battery is dying it can start reporting false voltages.
Replaced the battery and it's reading correct now.
Retested all my pin voltages (with much better outcomes) and they are as follows:
A2-J1 input voltages
Pins 6&7 measure 73.5vac (should be 69vac)
Pins 4&5 measure 29vac (should be 14vac)
Pins 1&2 measure 24vac (should be 12vac)
A2-J2 output voltages (VDC)
Pins 1&2 measures 5vdc (should be 5vdc)
Pin 6 measures -11.95vdc (should be -12vdc)
A2-J3 output voltages (VDC)
Pin 1 measures 59.2vdc (should be 60vdc)
Pin 3 measures 41.8vdc (should be 42 vdc)
Pin 7 measures 3.6vdc (should be 4vdc)
Pin 8 measures 8vdc (should be 8 vdc)
The Rottendog output voltages seem to be very close if not spot on to what they need to be. The input voltages coming from the transformer are still a little high. Is this something to worry about? I don't want to fry the Rottendog board.

So I had serious problems trying to measure voltages on the Sys 1 power supply so I made myself a cheat sheet. First thing I did was ditch my RadioShack DMM and buy a used fluke. Readings are so much more accurate.

The cheat sheet shows where to measure for each reading.

In a nutshell for the connector:
Black to Ground
Red to J1 Pin 1 then 2 ~12 VAC
Red to J1 Pin 4 then 5 ~14 VAC
Black to J1 Pin 6
Red to J1 Pin 7 ~69 VAC

Power supply:
Set DMM to 200 VDC
Black to Filter Cap Ground
Red to J2 Pin 1 then 2 (from left) 5VDC
Red to J2 Connector Pin 4 then 5 (from left) Ground
Red to J2 Connector Pin 6 (from left) -12VDC
Black to HV Filter Cap C6 Ground
Red to J3 Pin 1 (from top) 60VDC
Red to J3 Pin 3 (from top) 42VDC
Black to metal chassis Ground
Red to J3 Pin 5 (from top) Ground
Red to J3 Pin 7 (from top) 4VDC
Red to J3 Pin 8 (from top) 8VDC

Here's the sheet: https://docs.google.com/spreadsheets/d/1NV3NaXS6d696csiFSRcvi900dFwyPZSgFZfkDUwaZ4U/edit?usp=sharing

It's basically Clay's video broken into precise steps. If you want to fill it in or modify please make a copy.

looks like an operator repair. Yeah it needs the diode and the EOS switch on it

Sorry I don't have an answer to that question
