Something's up with those displays (unless it's just the camera). Missing digits, all 8s on the credit display?
Assuming it actually starts a game correctly I'd look at fuse first for non-working flippers, but it could also be one of the two relays (game over/q and auxiliary AX?) that control the flippers.
