Help identifying weird bally display issue.

I think I'd start by measuring the HV on the PS. Middle two pins on the 6 pin connector should be plus and minus 100VDC.

Black lead on ground.
Red lead on each of the two pins.

Whoops. My bad. I was thinking of a different display system when I wrote that. Ignore that post.
And, that's a 6803 game. Test Point 2, under the plastic shield, should measure about 190VDC. Let's make sure it's not higher than that. If it is, the OEM trim pot on the board needs to be replaced. It's long past it's service life.
