That looks like a bingo lock, one of two that hold the side rails on the head (they come off to allow removal of the backglass).
This eBay listing is current, but they're almost gone. They are available - ask around on here baldtwit

Looks pretty close to the bingo locks except for the toothy washer. Could be the same - anybody know?
