Have you gone into diagnostics and tested the switches including the optos? Many boiler room problems stem from a faulty opto. Common for Sys3 to have opto joints go cold or for the power resistor on the opto interface board to desolder itself.

If its not riveted, sometimes you can get a smart switch working again by disassembling the stack and wiping each piece clean.

Quoted from robotronjohn:

FYI according to Clay's system 3 guide we can substitute standard leaf switches... So if you want to get a game working while waiting on the actual part from PBR you can do so.
Quoting Clay's Guide " Luckily though, Smart Switches are downward compatible to regular switches. So if a Smart Switch fails, it can be replaced with a normal blade or micro-switch (without a diode, as all Gottlieb switch diodes are remotely mounted on an under-playfield mounted diode board)."

Nice idea in principle but in practice it is more complicated. For example, is it a standup or laydown switch? Front mount or back mount? Does it have a target? Is it soldered to the harness or does it use a connector? Do you have an appropriate regular switch to easily substitute?

If you're going to get rid of the smart switch in favor of a regular switch permanently, it's one thing. As a temporary substitute, unless I absolutely had to have that switch working in the game today, I wouldn't bother. Steve Young ships so fast it's not worth the hassle.
