Sounds like it, unfortunately. Months of family issues preventing him from shipping raise up about as many red flags as one can for me. I wouldn't be surprised if he didn't even have the PF. If he does, he might be doing this to try and get out the transaction or push you into you give up. Maybe I'm jaded...
