This will be a switch issue.
The game knows where the ball is based solely upon switch closures. The switches that allow the ball to the basement along with the switches in the attic need to be working. The transition to the attic via the VUK might also trigger the game to know the ball is on the upper PF.

It could be a contributor.
Does "none of the main PF flippers work" mean that the upper/lower flippers are always active?

The game must have an old-style relay that enables/disables power to the flippers. I would suspect the switch on that relay responsible for that isn't making.

For clarity, "upper playfield ALWAYS works", means "when they should work", or does it mean "whenever a ball is in play anywhere on any PF, the upper PF flippers work".
