I'd check dip switch 30 with a meter, known to fail.

Now I just have one more problem. I think one of the drop target switches on the lower playfield must be closing when the ball gets kicked out at the start of every ball. I score points before I have done anything and the game is playing the lower playfield background music. Will check it out tomorrow...
Check the three trough switches from main playfield to lower, they are what typically triggers a "downstairs" event.
