I'd be looking at the A1J4 to A3J1 connector as the problem of the coil not being strong enough or as was stated, the tube is not alligned properly. Or maybe the fuse is blown if there appears to be no power to the upkicker coil at all.
The original A-21741 is 2.5 ohms. The A-4893 coil is a little stronger at 2.1 ohms. The only coil you can use that's stronger than the A-4893 would be a A-20095 super flipper at 1.55 ohms on the power side of the coil. The ball should come up like a rocket using the super flipper coil if everything else is working properly.
I did a mod using this coil for the upkicker on BH and added an EOS switch to make the coil strength adjustable. It also makes it so the coil shouldn't burn up should the driver board lose the 5VDC or ground and lock all coils on slowly. I planned to do this mod on HH too (when I had the time) and document it for PinWiki as well.
