I have 24volts on both sides of the coil in the solenoid test, there is a new diode installed and the coil has continuity. What gives?

Ok, switch makes good contact when ball is dropped in.
Switch will register score on the machine.
WILL NOT ENERGIZE COIL!!!!!!!!!!!!!!
Coil reads 4.2 Ohms
I am running a Pascal PI-80 board, had a transistor test bad after first fire up a while back, been tracing down other problems. The up kicker did work a few times when I first installed the new board. Now, nothing......HELP!!!!!!!!!!
