This is not a 100 year flood, it is an 800 year flood. Stilts per de will never be required, but I do expect the flood zones to be redrawn, some of the more flood prone areas to be disallowed to rebuild and things of that nature. You have to understand, more than a few of the areas that the TV shows as being turned into rivers flood in light rain because they are simply low and very old. Norchester, by where I live, floods every few years. It has all my life. People rebuild or repair fully knowing it will flood again. Newer houses in the same area fared better due to subgrade being built up significantly.
