That’s a cement resistor. Connects to the lock relay if I recall correctly. I replaced mine with a modern one with a heat sink.

That resistor is shown in the top right corner of your third picture, just below “13-3”.
15ohm, 10W. I replaced mine ne with a 15ohm, 100w wirewound resistor built into an aluminum heat sink.
Ball count unit is in the head. Check that next- it might be seized up. (Edit: I think. I don’t have this title, but it’s in the head of all 3 of this vintage that I own)
I don’t really know what function that resistor serves.
