Never used one of these things but perhaps you can bypass the wand altogether. Check to see if you can switch the vacuum motor on directly at the connector. It might be an issue inside the box. That test might localize the issue one way or the other.
Also, are you sure the vacuum is not turning on (sound clues) but the filter is plugged.
