Looks to me like after cabinet decal install someone simply over tightened the flipper button nut and the button rotated causing the decal to roll slightly. If I were doing it..... Remove flipper button, Light spray of windex type lubricant on card or wiper used to avoid card scratches, Warm on low setting with hair dryer, slowly work bubbled area towards button hole, re-install button and play.
