If it drops properly in test mode, I think it's a problem with the drop target plastic itself. I'm only guessing without seeing the assembly, but your drop target plastic might be warped. If it is warped away from the ledge, the washers would help with the locking process, but wouldn't help with the release. If it's a warped plastic, Pablo at Stern might be able to help you source a new one.

I had a problem with mine not dropping and I bent the L bracket slightly so that the tab is a little closer to the magnet so it would actually move when activated.
