My Pioneer's Tilt Hold doesn't always latch at power on, but pressing the replay button latches it. When I turn it on it doesn't latch, if I manually close it, it stays latched.

It stays latched until the machine is tilted, then it unlatches - even when a game is not in play.

If tilted during play, ball drains, kicks out and the tilt hold latches again.

Given they are similar vintage, I'd expect the same behaviour.
