From my experience, especially after changing components on the powerboard, F3 is sometimes to weak to bear the start-up current.
I know two Gottlieb owners which had the same problem and did for weeks trying everything, but at the end they just replaced F3 with a 0,5 or 1,0 Amp slow-blow and it worked. No guarantee of course and you should check the current after start-up!
And yes, I know in normal cases it's a 'no go' to just use stronger fuses, but hey that's Gottlieb
