I saw in the manual that the prom 2 socket should be empty but it never mentioned the one at the top of the board. This is from a Gottlieb Pink Panther. Am I missing a chip?

That is the TC1 socket. It is normally used for the reset board, but it isn't necessary for a home environment. It's safe to leave it unpopulated.
