Hope these are what you were looking for

On the banded side (cathode) of Diode CR21 you should measure the 8.00 VDC, so your Zener Diode is faulty (open). It is an 8.2 V Zener Diode. Best source to buy is GPE, part number 1N4738A - this is a 1W Zener Diode, use this one and not the 1/2W type.

... you could try at first, to resolder the Z-Diode and the R21 pins a bit, mightbe, there is a cold solder joint ...

Why does RD use a 470 Ohm resistor? Shouldn´t it be 100 Ohm?
