Gottlieb System 1 Power Supply Problem

I'm not getting all of the correct voltages out of my power supply. P2 pins 1 and 2 are giving me 2.36 volts which indicates a bad Q1 transistor. I replaced that with no luck. I'm getting 6.5 volts at R5 which is good, but on the other site of R5 I'm only gettying 1.2 volts. At R21 I'm getting 15 volts, but on the other side I'm getting 0. Both resistors test good. Is it possible that I'm losing current somewhere, but not voltage? Every pin on P2 and P3 that begin at IC1 are not correct. I've replaced IC1 with a new one.

Thanks for any suggestions.
