Sounds like your clock is running real fast.
If you have a frequency counter - measure the clock rate at pin 9 of Z2. Also check for solder bridges around Z3.

True about the lack of startup delay for an 80A but I think it's more than just the reset at boot up.
The problem with quickly strobing displays and sporatically reading switches sounds like an abnormal clock rate to me. I would start with verifying the clock rate is correct.
