There are two paths for resetting the drop target bank: when the game begins and after all the targets are down. Because neither event is resetting your bank, look for a common point of failure they share. It’s likely to be score motor switch 2C. It might also be a faulty connection through your jones connector. Least likely of all: the make-break switch on the E relay.
