00-90 relay (F) does indeed pulse during the reset period.
If 10's reel is not moving AT ALL, in addition to what pinhead52 says, I'd inspect/clean 1 of the 5 normally open (NO) switches on the Reset Completed Relay (A, AR). This is an interlock relay, so there will be 2 coils. The NO switch in question is the one with the green+red lug and the red-yellow lug.
