When you say it shorts is it blowing the playboard fuse? As you say you have eliminated the pop bumper relay why not eliminate one pop bumper at a time to try an isolate the issue to a pop bumper if that is the issue. On the other hand those pop bumper mechanisms appear in poor condition-a service would be advisable.
