It is normal for the tilt to be on when power up of Gottlieb games but should reset and light up when you hit start button.
Are there credits on the credit wheel or if set to free play perhaps the switches that get permanently closed to make it free play are dirty or need to be readjusted? Also sometimes if you give the score motor a turn it might start and get it back to normal reset.
