That's the right first step. Which of those switches is closed? If you're not sure, you could block them with bits of paper.

Did anything else change when you tilted the game? Sounds like that changed something. Watch the other relays to see if any of them change.

Failing that, use the paper to block switches. Also check the solder tabs and wire ends of the switches that can run the motor to make sure nothing is touching.
