looks like that braided wire needs to be re attached to the one next to it. I dont have that pin, so guessing if it too needs to tie to ground? do you have the schematic?

Have you gone through the whole pin, and tightened switch stacks? and cleaned/lubed the step units? you are gonna want to.
I think the control bank may be reset by a switch on the score motor? guessing. if it is not resetting, something is not finishing its job to allow that to reset. or a fuse is out maybe. everything else has to finish before the bank resets.
