That could be difference in 3 ball or 5 bally play? I am not sure regarding Jungle. But if they flash as the score motor turns then they will not score.

They do flash when the score motor turns...

They are an "always-on" feature (regardless of 3-ball vs. 5-ball). But as Darcy notes, Gottlieb instructs us that they will not register when they are briefly disabled during score motor events (e.g. during a 500-pt scoring event).
