I had the same problem for a brief time on my System 80, where the Game Over relay would not stay held. As per most Gottlieb issues, it was a loose connector.

Nothing "comes loose" on these old Gottliebs. They just seem to flake out intermittently until the bad pin is replaced. I re-pinned certain connectors "as-needed" until I had no more issues. Overall, most of it in the MPU-Driver harness and the PS-MPU harness. It all coincided with changing out some bad chips on various boards and replacing the MPU reset circuit.

However, the game-over relay issue was brief and definitely related to a bad connection.
