Quoted from brentg:115v hold relay is active but the 30v hold relay is not.
Let's start with the 30v Hold relay then. I can barely make out your schematic, but the H relay looks like this one from Sweet Sioux:
Sweet Sioux H relay (resized).jpg
In this drawing the H/30v Hold relay fires when a switch on either the B relay or the SB relay closes. After that the H relay holds itself on through the H relay switch. None of this happens though if the T relay switch isn't closed (which it normally should be).
If your H relay doesn't fire at all, check that the T, B and SB switches are clean and working and that either the B or SB relay fires.
If your H relay fires but doesn't hold, check the H relay switch.
