You're reading 120vac at the input of the transformer (the lugs on the transformer itself)? Don't have one of your test leads on the fuse or anywhere else to check the input voltage. It could be that a slam switch is open, or the hold relay is open. Then you won't have power at the transformer input lugs. Transformers very rarely go bad.

If you're not reading line voltage at the two bottom lugs, you won't have anything at the top lugs.
Locate the hold relay, and jumper the contacts on it. Unplug the game first.
