You are missing part of the switch stack. In my picture you will see that my purple and blue plastic wires are unsoldered (from the middle switches in the stack)and taped together for free play.

Yes, tie the purple and blue together. They are used to sense when no credits are on the game....unless you want to return it to accepting coins. Its hard to see in your picture but there should be 3 switch configurations. The one furthest from the backglass opens at 0 credits to prevent decrimenting credits. The middle switches (purple/black) open at 0 to prevent a game from being started, and the switches closest to the backglass open when the credits are maxed out, to prevent adding more. At the least I would make sure that you have the outer two switch sets to prevent overrunning the credit wheel and stop decrimenting at 0. Hard to tell but it looks like you only have one set of switches remaining?
