The board on the 1s is for the match. The boards on the 100s and 1000s are for high score replays (free games).
The circuit board on the score reels simply indicates electrically what number is shown on the reel. As Howard mentioned above, EM games use them for the match feature and awarding replays at the preset score threshholds. The tens unit has no bearing on either, so a circuit board isn't needed there.
