On your photo, this is targets for Bally/williams, not for Gottlieb.
Indeed, a fixed target (spot target at Gottlieb) is mechanically very simple. But what's different between Williams / Bally and Gottlieb is the mounting plate and the position of the two holes for the screws.
At Williams / Bally (your photo), the two screws are mounted parallel to the target. At Gottlieb, the two screws are mounted perpendicular to the target.
As you can see here (from Gottlieb parts catalog), the mounting plate and screw alignment is also perpendicular for slingshot contacts:

Look at pictures at Marco's, you will notice that the position of the hole is correct for Gottlieb.
