There's a switch inside the cabinet near the coin door that is used to toggle tournament mode, which is how free play is enabled. Make sure that switch is in the correct position, and then while the coin door is open you can use the flipper buttons to tweak a few tournament settings shown on the display, including enabling free play. If you can't activate tournament mode, there may be something wrong with the switch.
