It looks like the top switch is not set up correctly with the Wire Lever (#3 on image)

I've done allot of reading and they said usually the sequence is score real specific BUT their is a generic setup on pinwiki.

I would compare it to another score reel on the same machine. With the power off, Manually pull the the plunger and see how the stack moves.
Check the schematic, it will show the open or closed value when the score reel is at zero.
