Can you press on these parts to see if it makes a difference? pasted_image (resized).pngpasted_image (resized).png
If there is no difference, swap the (2) 6821 PIA 40 pin parts to see if that then allows the switches to work. If it does, then your lamp matrix may have an issue, but it would point at a failed part.
