Last time I had a locked on pop bumper, the MPU was reading a stuck switch even with the connector removed from the driver board. The problem was a bad 6821 on the driver board.

Unplug the top left connector on the driver board (special solenoid switch inputs). If they still lock on the problem is on the driver board.
