First, the mpu did boot if you have gone into test mode.
When you say the game won't boot, you actually mean it won't go into attract mode.
In order to get to attract mode, the MPU wants to see 4.5 volts battery. Have the batteries been replaced? Ball is loaded in ball trough?
You can also try flipping the switch very fast to get into attract mode.
