Are you sure the mpu is booting properly? The displays usually don't function until the mpu boots.

As with all early Gottliebs, there are recommended ground mods to be done. I also suggest that all the connectors be replaced. Gottliebs connectors are crap and replacement can solve a lot of problems and eliminate faulty connectors from the equation. On the three system 80 games I've done, I replaced the IDC connectors with the system 1 type connectors. Everything you need is carried at great plains electronics.com
