Volume control has always come with the LE.
I had to buy it for my Wonka SE. As well as the shaker. And gobstopper. And topper. And and and and
(should have just gotten the LE LOL )

This is the correct answer. If the topper is designed by the OEM to work only on the CE, then the code will only operate it if it's connected to a machine running CE software. The dongle determines this.
