I suspect it's some function of frame-per-section plus shutter speed. If we assume FPS is 60, we have 1/60 between frames. But that's not necessarily how fast the shutter might be going. In high light, it might be only opening 1/500 of a second for each frame. In low light, that's generally not the case, however. It's further complicated if using rolling shutter.
I'm not a professional film-maker either though Just know enough to be dangerous with my GoPro and make fun SCUBA videos. The above just shows that video can, and does, lie. I suspect trying to get it to tell the truth in this case is going to be really difficult.
