Check this fuse block, I have seen them get corroded and not make good contact. Also pull each fuse and test with an ohm meter.

If you have led flashers in the game you only need the inner 2 resistors to be installed. Which flasher on the play field (1c-8c) doesn't work?

Depending on whether you have a proto game or not some of the flashers under this plastic may have been changed. Best thing is to tell what color wires are on this socket.

There is a molex connector for all six of these flashers, check and see if it has come undone.

These are not the correct bulbs, what number do they have stamped on them?

You have an early prototype game that has been rewired to not use solenoid 7C. It has been wired like this below.

Both of these bulbs are now solenoid #9 if it was wire like the service bulletin.
