assume you'd do a light sand to allow the the two different clears to bond. But you couldn't go all the way down without damaging art, inserts, etc. Looks like he's sending off for clear without that step himself though. OP, what's the strategy here?

No worries. Taking us off topic from an off topic conversation somehow seems ok. 
Man, it is hard to follow pinside threads with all the unnecessary and unrelated discussion. Maybe this post is adding to it also, but just have to share how disappointing it is to check back in on a thread thinking there must be some meaningful update on the Playfield restored only to find all this other conversation filling up space. Not trying to lecture, just sharing my experience.

Ahhh... now that makes sense. Was trying to figure out how to take off the old clear without damaging existing art / text. This should be sweet. Looking forward to hearing the results.
