Are there any kind of special permits or anything needed if I wanted to dip my toe in the water of Operator-hood?

Depends where you are.
What city are you in ? They have a building referred to as city hall.
Go there. Ask. They can let you know what licenses are needed ( may be on your company, you, business, and each game ) and zoning ordinances. Often there are areas where you can't have them.
Don't forget to insure them/yourself. Everything you own can be gone in a second.
Do your home work so you have the best chance at success.
