Keep in mind, the UV rays have to pass thru the glass walls of the fluorescent tube to begin with. So plain glass shouldn't be an issue.
Glass has a high impurity factor (iron) If you look at the edge of it you can even see green, this is blocking your UV.... Answer? low iron, or star fire.
