It looks to me like the previous owner got the input and output pins on the regulator crossed over. Your replacement might be fried now too.
The pins will be closer to one end of the regulator, see the pinout diagram below: Compare it to how yours is mounted and trace the wires to confirm.
Probably an idea to replace the diode too and orient the banded side of the diode with the violet/red wire (input of the regulator).

BTW, is the big blue capacitor wired properly? Negative lead to ground? Hard to tell from the picture.

How are the voltages on the MPU board looking? Are any of the ICs on the MPU board hot to touch from any previous over voltage cooking them?

Page 18 of the manual points to 1 flash component diagnostics: "CTC2 Procedure"

Are you getting any pulsing on pin 21 of U10?

The LM339 can work on a supply rail up to 36 volts. There's probably a good chance the power-supply issue didn't affect it.
