The fuse is near the flippers and under the playfield, not in the back box, check that first, if it blows right away, might be
a problem at the solenoid board, I had the same issue on my sharp shooter

Mine Would blow the fuse under the playfield quickly while trying to hold all the pop bumpers down, Problem was U1 on the solenoid board, I also replaced U2, U3, and U4 while I was at it. hopefully your's didn't work its way back into your
MPU. I was working with a freshly rebuilt MPU when I found this. I was not blowing any of the fuses on the PSU.
Does the rest of it fire up fine less the solenoids, are you getting 6 flashes on your MPU on boot up?
make sure your using the right size fuzes
