Welcome to 2015. The change here is that the flashers run off 5v LEDs rather than off 20v circuits pulsing 13v LEDs. The actual LEDs themselves are the same light. In the 13v version they're just rectified so that they receive less power. In short, in 1990 you needed a lot of power to make an incandescent bright. In 2015 you can achieve the exact same effect without the high voltage. So they cut the high voltage from the equation.
The flashers themselves are just as bright. The difference may be in the choice in which flashers they use and where. This has nothing to do with Spike. There is nothing in spike that can't produce the exact same effects seen in walking dead.
