On the MPU, make sure switches 29 and 30 are ON. See page 7 in the manual: https://www.ipdb.org/files/974/Bally_1979_Future_Spa_Manual.pdf
As a side note, some people find the background sound on Future Spa pretty annoying, so it may have been turned off.
